If you’re like me, you’re concerned when you read yet another story about how dangerous cellular phones are turning out to be, especially for children. You don’t want to die of cancer, but can you really live without that handy phone?

You don’t have to completely give up your cell phone to protect yourself. A portable phone can be a godsend in times of emergency or when the truly unexpected crops up in your day. When I bought my first car, my mother insisted that I also purchase a cellular phone to take with me. I got the cheapest plan, which allowed for ten free minutes a month–more than enough to allow me to make a quick phone call if I broke down. I used that phone twice.

Many people tell themselves they are getting the cell phone in case of an emergency, but once they get it they find all sorts of other uses for it. Cell phones make it easy to not plan ahead. Instead of taking a moment to actually think through your plans and communicate with people you’re meeting, you rely on the cell phone as a shortcut.

Some people get a cell phone because they want to make sure they can be reached in case the emergency happens to someone else. For that to truly work, you have to only give your cell phone number to those who might need to get a hold of you 24/7, your child’s teacher at school or babysitter, for example. How long will you be renting? If it’s for less than a week, you’ll probably do best with a major rental company, such as Alamo, Avis, Budget, Dollar, Enterprise, Hertz, National or Thrifty. For rentals of a week or longer, you may get better rates from local companies, particularly auto dealers. Remember, however, to be wary of local companies if you plan to drive a lot; if you break down or get into an accident, they usually lack the support services of the majors.

Always shop around. Check the major booking engines and aggregator sites (such as Travelocity and Kayak) to get an idea of what rates are available, but you should also visit the car rental companies’ Web sites as well — they’ll often offer exclusive discounts, and you’ll avoid booking fees.  The True Cost of Car Rentals
Buyer beware: The rate you see advertised in big print may become so inflated with state and local taxes, airport surcharges, additional driver fees, insurance, gasoline bills and drop-off charges that you end up paying more than double what you expected. Also, the advertised rate may be valid only in off-season Florida or California, when many cars are idle there, but not where you want to rent. Finally, the rate may be only for a car size that you would find unsuitable.

In recent years, the major booking engines have become more transparent about rental car rates, and they now usually show you the total cost of your rental, including estimated taxes and fees, early on in the booking process.  At Pickup Time
If your first drive will be from an airport to a hotel for the night, why not take a shuttle van to the hotel instead? Doing this may save you the price of a day’s rental. Even if you must drive the same day your flight lands, you may not have to get the car at the airport. By picking it up downtown, you can often avoid hefty airport surcharges.

If you have personal auto insurance or charge the rental to a major credit card, you will probably be covered at least for collision damage — so you shouldn’t have to purchase the car rental company’s collision or loss damage waiver (CDW or LDW) insurance. Before you drive away from the pickup station, inspect the car carefully for body damage. Be sure the lights and turn signals are working properly, and check the mileage odometer. Check which side your gas tank is on, and learn how to use the headlights, windshield wipers and turn signal. Be wary of prepaid gasoline plans. Always fill the tank yourself before returning the vehicle so that you’re only paying for the amount of gas you actually used. Try to avoid the gas stations right near the airport where you’re dropping off your car — the prices tend to be highest there. Instead, fill up a few miles away. It may seem counterintuitive, but returning your car early may actually cost you money. You’ll often pay an early return fee (usually about $15 a day), but even worse, your rate structure will most likely change and you’ll be responsible for the difference. Of course, returning the car late could cost you too — many car rental companies only give you a 30-minute grace period before beginning to rack up the late fees.

Before leaving the vehicle, check to be sure you haven’t left any personal belongings. Don’t forget to check the trunk! The most common lost articles include cell phones, sunglasses and umbrellas.

Be sure that the check-in attendant inspects the car’s body in your presence and that you agree about any damage. Examine your rental agreement carefully for all charges and make sure they credit any deposit to your account while you wait.

Make Cheap International Calls from any Country with Callback Phone Service

International Callback phone service is a popular option for making cheap international calls from countries that have very expensive monopoly, often state controlled, phone companies.  These countries block outside competition in order to keep their international calling rates artificially high.  Rates on Phone Cards also tend to be high in these countries and they often actively block the use of the INTERNET for making low cost calls.  These countries want to force consumers to use their high cost phone company. 

In most cases, international callback can be used to avoid the high tariffs imposed on international phone calls in these countries.  International callback by-passes the high cost monopoly company by placing the international call through a low cost third country.  It works in the following:

1. The user triggers a call to from a phone located in a low cost third country.  The call is triggered by making a call to a special phone number (letting it ring one or two times with no answer) in the third country or by sending a message like an e-mail or a text message from a cell phone.
2. The phone (computer) in the third country recognizes the user and places a call to there phone in the high cost country.
3. The user answers the call and has a dial tone.  The user can than place an international call over the third countries low cost network  by dialing the phone number they desire.  

Callback calls are normally triggered using three different methods.  The most common method is to place a call to a phone number in the third country.  The caller will let the phone ring two or three times than hang up without an answer.   In this way they are not charged for an international call.  A computer at the other end will recognize them based on their phone number and place a call back to their phone number.  Thus the term callback phone service.  When the call is received, the caller will be in the low cost phone system and can place a call to any country in the world.  This method of triggering a call is referred to as traditional callback.  Another method, commonly called web call, uses a standard e-mail message to trigger a callback and place a call.  A third method, commonly called SMS call, uses a text message from a cell phone to trigger a callback and place a call. 

Several countries try to block callback in order to protect their high cost, monopoly phone companies.  Blocking traditional callback is relatively easy since it relies on caller ID in order to recognize the customer.  Blocking web call or SMS call is difficult or impossible so these methods can be used from almost any country. 

Callback phone service can be obtained through a variety of service providers.  The service is almost always provided on a prepaid basis.

Use a Prepaid Cell Phone

Mobile phones are great to have in case of an emergency and a nice convenience but most consumers find them an expensive option especially if they are locked into a long term contract.  Many people do not use all of the minutes they pay for each month so having a long term contract is a waste of money.  One way to avoid paying for unnecessary cell phone services is to purchase a prepaid cell phone.  Prepaid minutes are rather expensive, usually around 10 cents per minute, but a far cheaper option for people who rarely use a cell phone but want one as a convenience or for emergency use.  In most cases consumers need to purchase a phone and prepay minutes in standard denominations  but many prepaid cell phone providers offer rebates and other incentives on phones.  Consumers should shop around for the best deal on a prepaid cell phone.  Also, prepaid cell phone refill cards (minutes) can be purchased at a discount to face value from a variety of discounters for some added savings

we’ve reported on the trouble unemployed new mexicans have had with the phone lines at workforce solutions. tonight, we can show you how bad the problem really is by showing you one unemployed man’s outragous phone bill. he was on hold so long — now he’s stuck paying hundreds of dollars. investigative reporter jeremy jojola takes a deeper look at the problem plaguing unemployed new mexicans. this cell phone bill for more than 700-dollars really shows how bad it is to be unemployed in new mexico. it documents more than a thousand calls into workforce solutions made by one man trying to get his check. at one point he was on hold for nearly four hours—-and charged nearly one hundred dollars just for that one call. 72-year-old ernie sanchez would reallyike to use his unemployment money for basic needs. “that’s all i got coming in…” but ironically, he has to that money to pay his phone bill because he was on hold for so long trying to get his unemployment check. “it’s almost the same amount for two weeks of benefits that i was trying to get.” he owes more than 700 dollars. “i feel cheated in some way…” sanchez says his cell phone is his only line and if he didn’t make the calls to workforce solutions, breaking his call limit, he wouldn’t have gotten his money. “very frustrating..” the bill shows sanchez made 1114 calls to workforce solutions in one month. some days—-it took hundreds of calls just to get through—each costing 45 cents. and wh he would get through—he would be put on hold, one time for almost three and a half hours. “jojola: at one point, he waited 212 minutes on the phone, and that one call cost him nearly one-hundered dollars …any idea what happened there.” “moritomo: as you know we are dealing with an unprecedented amount of individuals on unemployment….” once again the workforce solution department admits it has a problem—with 50- thousand unemployed new mexicans trying to get through on a phone system that is not designed to handle the load. in november the head of the agency promised us he’s overhauling the system with more phone lines. by the spring, secretary ken ortiz promises everyone should be able to connect without a problem. “and i understand that and we are very sensitive to their needs.” “does secretary ortiz still stand behind that promise” “most definitely, we are in the final stages of testing our new toll free number. that will be coming online in the next few weeks…people will have the opportunity to contact us for free.” of course calling a toll-free number on a cell phone can still cost you minutes. the department says you can use its phones for free at its office on mountain road — since you can’t do file in person. as for sanchez—he’s working with verizon to make payments on his big bill.
